Where Sports Betting is Legal?

August 15, 2023

States Where Sports Betting is Legal

Arizona

Arizona has a large mobile betting offering, with seventeen sportsbook apps live in the state. There are also retail sportsbooks all around the state, including at the casinos and the home stadiums for the Arizona Cardinals, Arizona Diamondbacks, and Phoenix Suns. A sportsbook at TPC Scottsdale, home of the Waste Management Open, is expected to open in the Fall of 2023.

Arkansas

Arkansas only has three online sportsbooks at the moment: Betly, Bet Saracen, and Oaklawn Sports. Popular sportsbook brands such as DraftKings and FanDuel haven’t expressed any plans to go live in the state.

Colorado

Colorado has a very attractive offering to sports bettors with more than 20 mobile sportsbook apps to choose from, including all of the most popular operators.

Connecticut

Mobile betting in Connecticut is pretty limited with just three options with DraftKings, FanDuel, and PlaySugarHouse. Although they’re still available for the time being, PlaySugarHouse is exiting the state and the Connecticut Lottery is searching for a new partner to replace them.

Illinois

Full mobile betting is live in Illinois with seven online sportsbooks available. However, if you want to bet on an in-state college team, you need to do so in-person at one of their casinos.

Indiana

Indiana has all of the popular online sportsbooks available, including DraftKings, FanDuel, BetMGM, and Caesars, as well as 15 properties around the state offering in-person sports betting.

Iowa

There are more than 15 operators with sports betting apps in the state of Iowa, with DraftKings, FanDuel, BetMGM, Caesars, and Bet365 to name a few.

Kansas

Sports betting in Kansas launched in September 2022, right before football season, and now has six active online sportsbooks in the state.

Louisiana

All of the most popular online sportsbooks are active in Louisiana, as their law allows for up to 41 active sports betting mobile apps. There are also currently 15 retail sportsbooks across the state.

Maryland

Maryland currently has 11 active online sportsbooks, including DraftKings, FanDuel, BetMGM, and Caesars to name a few. Each of the state’s casinos offer in-person betting, and Fanatics opened a retail sportsbook at FedExField, home of the Washington Commanders, earlier this year.

Massachusetts

There are eight online sportsbooks in Massachusetts after sports betting launched back in March. You are not allowed to bet on Massachusetts college teams from within the state, unless they’re playing in a tournament.

Michigan

Michigan currently has 15 online sportsbooks, which is its maximum under state law. Among these 15 sportsbooks includes all of the most popular operators such as DraftKings, FanDuel, BetMGM, and Caesars to name a few.

Nevada

Once considered the Mecca of Sports Betting, Nevada possesses more hurdles for bettors than many other states in the country. You have to register at the casino to sign up for any of the mobile apps, and neither DraftKings nor FanDuel are active in Nevada. There are currently eight online operators in Nevada, including BetMGM, Caesars, Wynn, SuperBook, and Circa Sports.

New Hampshire

DraftKings is the only betting operator available in New Hampshire and also has three retail locations around the state.

New Jersey

The first state to legalize sports betting after the Supreme Court’s ruling in 2018, New Jersey set the standard for online sports betting in the United States by allowing a large pool of operators to enter the state, giving their residents a wide variety of options. There are currently 18 online sportsbooks available, including each of the most popular operators. In New Jersey however, you’re unable to bet on in-state college teams.

New York

New York currently has nine online sportsbooks available in the state, including DraftKings, FanDuel, BetMGM, and Caesars to name a few. In New York, you are restricted from betting on in-state college teams as well as any awards decided by a media vote (MVP, Rookie of the Year, etc.).

Ohio

DraftKings, FanDuel, BetMGM, and Caesars are four of the 18 active online sportsbooks in the state of Ohio. There are retail sportsbooks around the state at each of the casino as well as at Rocket Mortgage Fieldhouse, home of the Cleveland Cavaliers.

Oregon

DraftKings is the only online operator in the state of Oregon. Betting on in-state college teams is prohibited.

Pennsylvania

Pennsylvania has a wide variety of both online and in-person options. The state has 13 online sportsbooks including DraftKings, FanDuel, BetMGM, and Caesars to name a few.

Rhode Island

Sportsbook Rhode Island is the only online sportsbook available in the state. The operator has two retail locations as well.

Tennessee

Tennessee only offers mobile betting, with no casinos in the state. All of the most popular online sportsbooks such as DraftKings, FanDuel, BetMGM, and Caesars are active in the state.

Virginia

Virginia has more than a dozen online sportsbooks that are live at the moment, including DraftKings, FanDuel, BetMGM, and Caesars. Like in New York, you can’t bet on games played by in-state teams or bet on awards decided by a media vote.

Washington D.C.

The nation’s capital offers sports betting, but in a very limited capacity. GambetDC, run by the D.C. Lottery, is the only mobile operator available throughout the District. Caesars has a retail sportsbook at Capital One Arena, home of the Washington Wizards and Washington Capitals, and BetMGM has one at the Washington Nationals’ ballpark. You can use each of these mobile apps if you’re within a two-block radius of their retail locations.

West Virginia

West Virginia has both online and retail sportsbooks, with ten operators including DraftKings, FanDuel, BetMGM, and Caesars.

Wyoming

Like Tennessee, Wyoming only offers mobile betting. DraftKings, FanDuel, BetMGM, and Caesars are the four operators live in the state.

States Where Sports Betting is Legal, In-Person Only

Delaware

Delaware became the first state after Nevada to accept a legal bet on sports after the Supreme Court’s ruling in 2018. Since then however, Delaware has only allowed in-person betting, with three retail sportsbooks in the state: Delaware Park Casino & Racing, Bally’s Dover Casino Resort, and Harrington Raceway and Casino.

Mississippi

While the state does offer mobile betting, you can only place bets from inside the casino. Mississippi has more than 20 casinos that offer in-person sports betting.

Montana

Like in Mississippi, mobile betting is only available when you’re on property of the retail locations. Currently Sports Bet Montana is the only mobile option in the state. There are however tons of different in-person options to choose from.

Nebraska

WarHorse Casino Lincoln is the only retail location with in-person sports betting at the moment.

New Mexico

Five tribal casinos offer in-person sports betting in New Mexico: Buffalo Thunder Casino, Inn of the Mountain Gods, Isleta Resort & Casino, Route 66 Casino, and Santa Ana Star Casino.

North Carolina

Mobile sports betting has been legalized, but it’s not expected to launch until early 2024 at the earliest. In the meantime, people in North Carolina have three in-person sports betting options at tribal casinos: Harrah’s Cherokee Casino Resort, Harrah’s Cherokee Valley River, and Catawba Two Kings.

North Dakota

Three tribal casinos in North Dakota offer in-person sports betting: Dakota Magic Casino, 4 Bears Casino and Lodge, and Sky Dancer Casino & Resort.

South Dakota

Online sports betting is only permitted when you’re on-property at a casino in Deadwood. There are currently seven retail sportsbooks in South Dakota: Cadillac Jack’s Gaming Resort, Dakota Connection, Dakota Sioux Casino, Gold Dust Casino and Hotel, Holiday Inn Resort Deadwood Mountain Grand, Mustang Sally’s Casino, and The Lodge at Deadwood Gaming Resort.

Washington

There are currently 15 tribal casinos offer in-person sports betting in the state of Washington. Only the Snoqualmie Casino however, has an on-site mobile app.

Wisconsin

You can bet on sports at four different tribal casinos in Wisconsin: Oneida Casino, Oneida Casino West Mason, Potawatomi Casino in downtown Milwaukee, and Potawatomi in Carter. Online sports betting is only available on the reservation lands or properties associated with the tribes that have an app.

States Where Sports Betting is Illegal

Alabama

A bill that would’ve legalized mobile betting failed to get any traction from lawmakers in 2022.

Alaska

There are no plans to legalize sports betting in Alaska at the moment.

California

Two ballots failed in the 2022 election to legalize online sports betting in California. 2024 is the earliest we’ll see potential legalization.

Georgia

Any hope for sports betting legalization in Georgia went out the window after two sports betting bills failed in March 2023. There is some hope for better luck in 2024.

Hawaii

With no gambling operator in the state, Hawaii seems very unlikely to gain any traction for legal sports betting any time soon.

Idaho

No plans for sports betting legalization in Idaho.

Minnesota

Minnesota has come close to legalizing sports betting two years in a row, giving some hope that third time’s a charm in 2024.

Missouri

Two sports betting bills in 2023 failed to pass in Missouri.

Oklahoma

An Oklahoma sports betting bill failed to pass the Senate in 2023.

South Carolina

Sports betting bills have been proposed three years in a row but without any traction. The latest bill would’ve allowed for up to eight online sportsbooks.

Texas

No expectation for legalized sports betting until 2025 at the earliest, when the legislature meets again after a failed attempt in 2023.

Utah

No plans for legalized sports betting in Utah.

States Where Sports Betting is Soon to Launch

Maine

Online sports betting is expected to launch before the end of the year in Maine. Each of the four tribes will partner with a betting operator to offer mobile betting. DraftKings, FanDuel, BetMGM, and Fanatics will not go live in Maine, however.

Florida

Online sports betting was briefly live in Florida in November 2021 with the Hard Rock Bet app, but it was quickly shut down after just one month after a court ruling that the Seminole Tribe’s gaming compact with the state was illegal.

The Court of Appeals ruled in favor of the Seminole Tribe in June 2023 to legalize sports betting in Florida, but there are no legal options at the moment.

Kentucky

Sports betting will launch in Kentucky this September: in-person betting on September 7th, and online betting September 28th. The law permits up to 30 online operators, and DraftKings, FanDuel, BetMGM, and Caesars are all expected to go live.

Vermont

A bill was signed in June to allow up to six online sportsbooks in the state of Vermont, and they’re expected to go live at the end of 2023 or early 2024.
